I have recently been advocating a written constitution for Britain but as a result of Katrina am beginning to wonder if this is wise. It would appear that some idiots in the white house had to be convinced that the Governor of Louisianna (?) actually had requested federal troops before they would put anything into action rather than taking it as read that all types of assistance would be required. This appears to have come about because the constitution does not allow federal "interference " in the states responsibilities unless requested by the governor!
Surely a document designed a couple of hundred years ago cannot cover all eventualities in 2005 and subsequent times?
